Regulatory means a person must comply
or be punished with a fine or jail time.
Non-regulatory means a person must
educate themselves about current best
practices and strive to meet or exceed
them. If they don't comply they may be
sued. In these days of the internet, the
government agencies can give examples
of best practices and help direct efforts
accordingly. (LW)
